Jobing Description

JOB PURPOSE
Serve as head of Wayne State University's payroll department providing strategic value to the university while maintaining full compliance and strong internal controls as well as timely and accurate employee payroll processing and related activities. Ensure regulatory reporting and compliance; direct internal controls emphasizing adherence to university policies and procedures and provide leadership and direction for departmental staff .

ESSENTIAL FUNCTIONS
Oversee entire payroll function for the University including payroll administration, taxes, employee allowances and deductions and all wage payments for bi-weekly in-house payroll processing for 10,000+ employees.

Ensure adherence to university policies and procedures and multiple union contracts as they relate to employee payment.

Responsible for bi-weekly tax withholding and subsequent submission of tax payments as well as quarterly and annual tax filings and reconciliation including W-2's and 1042 for foreign nationals.

Establish, design and maintain internal/external audit controls including confidentiality and security of information.

Provide leadership and direction for departmental staff at all levels to accomplish results through training, development and performance management.

Maintain knowledge of legal, federal, state, city and multiple union requirements and government reporting regulations effecting payroll and wage related activities ensuring compliance.

Provide for accurate deduction and remittance of garnishments, child support payments, IRS levies and court orders as well as various voluntary employee deductions.

Assume a key role in Banner HR system maintenance, enhancement and development. Participate in several special projects, programs and activities for functional area as well as the University at large.

Perform financial management function for department including overseeing, review, monitor and approve expenditures as necessary based on departmental budget.

Perform related duties as assigned.

Unique Duties

Qualifications

EDUCATION
Bachelor's degree from an accredited college or university in Business, Human Resources or related discipline, and/or an equivalent combination of education and/or experience. CPP certification preferred.

EXPERIENCE
Minimum of five (5) years of related experience in in-house payroll operations as well as supervisory experience, preferably in a University or similar setting. Experienced user of Sungard Banner HR system preferred.

KNOWLEDGE, SKILLS & ABILITIES

MANAGEMENT SKILLS: Organizational leadership for result orientated project management and managing staff performance. Ability to delegate and direct work to meet departmental deadlines.

PROFESSIONALISM: Must demonstrate and posses a high level of professional integrity, ethics and confidentiality.

ANALYTICAL SKILLS: Ability to analyze situations and find efficiencies within processes and procedures while maintaining internal controls.

INTERPERSONAL SKILLS: Demonstrated high level of interpersonal skills, conflict resolution and customer service. Able to promote cooperation across the University S/C/D's and communicate effectively and clearly. Excellent oral and written communication skills.

PROBLEM SOLVING SKILLS: Decision making and creative problem-solving skills to identify and pursue development opportunities and respond to emergency situations while keeping customer service standards.

COMPUTER SKILLS: Proficiency in Microsoft Office including spreadsheets, database and reporting tools.
